AB 107, which would have made it illegal to have a pocketknife on school grounds, died a deserving death, as did SB 14, which would have overloaded juvenile court by making smoking a crime for those under 18. SB 171, which creates the Nevada Academy of Health, was approved, while SB360 & 395, which tried to prevent onerous oversight of practitioners of alternative and complementary services, failed. SB 380 was reduced substantially from its original intent, dealing now only with those found not guilty by reason of insanity, ensuring governmental oversight of those regaining competency. However, those charged with a crime will, come October, be able to plead Guilty, but mentally ill. Judges and juries will also be able to come to the same conclusion. Most of AB 193 is good. It will require individuals to receive treatment while in prison, and allow all but the most violent to become part of mental health court. Less than 8% of those who are able to complete this program in Reno have re-offended, dramatically reducing recidivism among this population. There is even a minor change of wording, for those sent to prison, which would allow those who are no longer acutely mentally ill to be housed away from those who are actively psychotic, while still receiving treatment. This is important as being around someone who is actively psychotic for long periods of time can factor into sliding back and losing gains that had been made. Sections 29 to 39 of this bill, however, contain language, which is troublesome. The changes to NRS 175 & 178 it enacts may be open to more than one interpretation, possibly even allowing wholesale imprisonment of individuals without allowing them to come to trial for years, if ever. I donТt believe this was the intent of the legislature. However, in my opinion, it is something that will need to be reviewed by the court. The price for liberty is eternal vigilance. ItТs a pity that the corporate owners of most newspapers believe it is too pricey, cutting into their bottom line too much. One of the reasons the Internet is cutting into their business.
